Knowledge Economy in Latin America and the Caribbean

Main Goals

The nature of technological innovation is changing, the production of highly sophisticated products makes increased demands on the scientific base, and inter and trans-disciplinary research and fusion of heterogeneous technological trajectories. New patterns of communication and interaction are emerging, patterns that researchers, innovators and policymakers have to recognize and comprehend.

The complex dynamics of innovation systems require both and demand a pooling and sharing of such data in order to avoid expensive duplication of effort.

In the past a whole array of instruments has been developed to provide strategic intelligence. We think the use of these tools could improve considerably the quality, efficiency and efficacy of all the projects sponsored by the Knowledge Economy Program for Latin -America and the Caribbean IDRC/FLACSO.

The main approach involves improving the use and deployment of existing instruments and tools like: Technology Foresight in S&T, Policy Evaluation and New indicators.

A great deal could be gained via the further development of these instruments  and their use in interesting new combinations at different levels national vs. international for the analyses of different projects.

All the participants in the IDRC/FLACSO KNOWLEDGE ECONOMY PROGRAM should know about instruments that support the following functions:

  • The management of interfaces.
  • To build and organize (innovation) systems.
  • To provide a platform for learning and experimenting.
  • To provide an infrastructure for strategic intelligence.
  • To stimulate the articulation and integration between the demand and the goals of each project.
  • To develop diffusion capabilities of research results among social actors.

Working Plan

The Seminar will be in Flacso México from September 12 to 14.

First day conclusions

 

Main Questions to answer are:

  Over the last two decades considerable effort has been made to improve the design and conduct of effective science, technology and innovation policies. In particular formalized methodologies have been introduced and developed which attempt to analyze past behaviour (evaluation), review technological options for the future (foresight), and assess the implications of adopting particular options (technology assessments). Also, as a complement of evaluation, other tools such as comparative studies of the national, regional of sectoral “technological competitiveness” benchmarking methodologies were developed and used.
  • Is it worth applying in Latin American contexts?
  • What are the necessary conditions for this?
  • What we can we learn from other experiences?
  • How can different IDRC/FLACSO research projects apply these approaches effectively?
  • How to build more solid and comparable indicators to measure dynamics and trends to allow a better understanding and characterization of Knowledge Society?
  • How to develop new indicators addressing emerging problems and issues to allow greater comparability and aggregation of existing indicators?
