Abstract
Research in varied settings has demonstrated that safety and security are among the highest priorities of the poor. The East African Community (EAC) development strategy recognizes that without basic security, economic and social development is constrained and even jeopardized. This grant will allow the African Policing Civilian Oversight Forum (APCOF), in collaboration with the Commonwealth Human Rights Initiative (CHRI), to develop a template of common values and principles for policing in the region. Activities will include desk-based research, focus group discussions with experts in each of the five countries involved (Burundi, Kenya, Rwanda, Tanzania and Uganda), a regional workshop, and separate presentations to the Eastern African Police Chiefs Cooperating Organisation (EAPCCO). Drafts of standards will be circulated to three interest groups - human rights, training and policymaking, respectively - before the final set of standards is presented for consideration. APCOF and CHRI will develop appropriate training materials based on the emerging common values for policing. The final project publication will be translated, published and widely disseminated.
