Abstract

The consortium for economic and social research (CRES - Consortium pour la recherche économique et sociale) is an association of researchers in the areas of economics, management, law and sociology in Sénégal. Since its creation in July 2004, CRES has made considerable progress in terms of research and support to public decision-makers. For example, CRES helped the minister of education develop phase II of the 10-year education and training program (PDEF - Programme décennal de l'éducation et de la formation) and participated in the revision of the poverty reduction strategy document (DSRP II - Document de stratégie de réduction de la pauvreté). CRES carried out a series of studies commissioned by national institutes or their technical and financial partners. At present, consultancy and advisory services constitute CRES' main source of revenue. However, the time has come for the institution to revisit its allocation of time between administration, research and consulting. Moreover, the Consortium's ambition to become a centre of excellence necessitates proper governance structures. This grant will allow CRES to overhaul its system of governance by compiling a manual of administrative and financial procedures, proceeding with an internal audit and statement of accounts, putting in place a board of administration, and making a strategic plan.
