Abstract
In West Africa, private sector information and communication technology (ICT) firms have demonstrated their capacity to create jobs and stimulate the growth of other economic sectors. However, these enterprises face major constraints such as difficult access to financing, lack of sector organization, dearth of qualified human resources and narrow national markets - and this in the global context of liberalization of trade in goods and services.
This project aims to contribute to a better understanding of the issues and implications of the liberalization of trade in goods and services for the ICT sector. Researchers will analyze key elements of the national, regional and international regulatory framework and characterize the private ICT goods and services sector with respect to four countries representative of the region: Bénin, Ghana, Nigeria and Sénégal. The findings will allow all the stakeholders concerned to formulate recommendations for an effective public policy and participation in international negations in the domain.
