Abstract

In November 2003, the heads of states belonging to the Permanent Interstate Committee on Drought Control in the Sahel (CILSS) and to the Economic Community of West African States (ECOWAS) undertook to work toward the adoption of a common land tenure policy that is secure, equitable and sustainable. They also espoused the intention of negotiating and eventually adopting a common land tenure policy instrument such as a charter to protect investment, preserve community rights and guarantee the national interest of each state.

Some perceive customary land tenure regimes as obstacles to food security, economic integration and regional policy, as well as foreign investment. Others suggest that liberalization of land tenure regimes would facilitate use and appropriation of land by women, young people and migrants.

In view of the debate on the question, the Network of Farmers' and Agricultural Producers' Organisations of West Africa (ROPPA) wishes to present a united front in favor of protecting the rights of its members, especially vulnerable groups such as women, herders, migrants and the young. This grant will allow the network to undertake a literature review and action-research project in order to provide a scientific basis for creating alliances within civil society and launching an effective campaign to influence policymakers and decision-makers.
