Abstract

With the expansion of information and communication technologies (ICTs) has come the arrival of new infractions that are carried out with, facilitated by or target ICTs. To ensure the evolution of the information society and the knowledge economy, Africa urgently needs a strategy for preventing and suppressing cyber crime. This project will undertake a scoping study in selected countries representing the various regions of Africa: Central and West Africa (Cameroon, Nigeria, Sénégal); Eastern and Southern Africa (Kenya, South Africa); and North Africa (Egypt and Morocco). The study will be coordinated by a lawyer working with a team of national consultants. The methodology will consist of a general documentary review on cyber crime and a more detailed review of the legal, regulatory and institutional framework at the national and international level. A workshop will be convened so that the report can be validated by experts and practitioners from the countries involved prior to publication.
