Dr. Howard Alper, Foreign Officer of the Royal Society of Canada (RSC) and Visiting Executive at IDRC, jointly with the Chilean Academy of Sciences, organized the Chile-Canada Workshop on Science and Technology October 8-10, 2007 in Santiago, Chile. The workshop was held in the framework of the celebrations of the 10th Anniversary of the signing of the Free Trade Agreement between Canada and Chile.

IDRC collaborated with the Canadian Department of Foreign Affairs and International Trade (DFAIT) in providing financial support and identifying partners for the workshop, while the Director of Energy, S&T and Innovation from the Foreign Affairs Ministry of Chile; the Chilean Economic Development Agency (Corporación de Fomento de la Producción, CORFO); and the Chilean National Commission for Scientific and Technological Research (Comisión Nacional de Investigación Científica y Tecnológica, CONYCIT) were the local counterparts.

It was a forum to exchange points of view between academic and private sector representatives from both countries in key areas including Biofuels, Bio-hydrometallurgy processes in mining, and aquaculture.

Opening speeches were made by Ted Menzies, representing DFAIT, the Vice-minister of Foreign Affairs of Chile, Juan Asenjo and Howard Alper. After the workshop a memorandum of understanding between the two countries was signed to promote collaboration in S&T between both countries. Dr. Howard Alper was interviewed by the newspaper La Nación on this subject and mentioned that Chile displays the attributes to become a good partner with Canada in this field. Dr. Alper also highlighted the contribution of IDRC in the history of relations with research institutions in Chile, and in particular its collaboration with financial resources and ideas to make this event possible
