These frequently asked questions will be updated on a periodic basis. We therefore encourage you to visit it regularly should you have any questions regarding the call for letters of intent. If you have additional questions, please do not hesitate to contact us at atsa@idrc.ca

1. Can I be part of a team/consortium from a country other than my own?

Yes. Teams are first encouraged to find the needed technical expertise within their country. However, if there are gaps to be filled RITC/IDRC encourages teams to look abroad, first to experts in the region and second internationally.

2. Can I work on more than one situational analysis and in more than one country?

Yes. An individual can apply to be on more than one country team. However, the individual must provide IDRC/RITC, in each workplan, with a breakdown of what will be required of him for each situational analysis.

3. Can I be part of more than one grant application in a country?

Theoretically, one can apply on more than one grant per country. However, there will ultimately be only one team chosen per country and we therefore encourage teams from the same country to work together.

4. Do signatures need to be mailed?

Yes. An original copy of signatures is required. However, faxed or scanned copies of signatures are acceptable while the original signatures are on route to IDRC.

5. When is Proof of Legal Entity required?

Only successful Letters of Intent will require proof of legal entity. Successful teams should ensure they have a copy of the Corporation Act ready so that their grants can be issued in a timely fashion.

6. Is this Call restricted to organisations/institutions that have a history of involvement in tobacco control initiatives?

No. IDRC encourages the involvement of suitably qualified organizations and individuals not previously involved in tobacco control.

7. Can the Letter of Intent exceed five (5) pages?

The core content of the LOI should not exceed five pages (Please refer to p.11 of the Call for a description of what is to be included in the LOI). However, this does not include the cover page(s) or annexes (e.g. CVs, bibliography, budget notes, and letters of support).

8. I am from country X, am I eligible for the grant?

The situational analysis must be conducted in the WHO AFRO region (as defined at: http://www.afro.who.int). However, individuals from outside this region may be part of a team/consortium who is conducting a situational analysis in the WHO AFRO region.

9. When are the country stakeholder consultations to be held?

Teams/consortiums teams are expected to select and provide a date for their consultation between the months of April and June 2008 (letters to support that teams have already invited participants to the consultation and that they have accepted will strengthen the LOI).

10. Is there a form in a specific format in which the Letter of Intent must be inserted? Is there a specific form that team members are supposed to sign?

No. There are no official forms for the Letters of Intent. However, the Call outlines the section titles as well as the general format in which the Letter should be presented (please refer to p.11 of the Call). The signatures can be submitted on a separate sheet with the name and title of each member typed first and the signature below.
