| Linking Knowledge to Innovation in Government Services: the Case of Solid Waste Services in Local Government in Sri Lanka |

Under the hypothesis that local government organizations can innovate and enhance their service delivery capacity if they forge learning linkages with the knowledge community (e.g. in academia and the private sector), their peers, customers, and other key stakeholders (e.g. civil society organizations), the project "Linking Knowledge to Innovation in Government Services: The Case of Solid Waste Services in Local Government in Sri Lanka" will implement and action research methodology to study innovation in service delivery by local government institutions in Sri Lanka. Undertaken by LIRNE Asia, this project will assess whether and how service innovations result from three types of interactions involving the following actors: (a) deliberate and innovative linkages to the knowledge community in solid waste technology, policy and management (resulting in enhanced knowledge flows) (b) peer competition and co-operation among the local administrators for continuous learning and (c) consumer and civil society organizations having aspirations for better service delivery. The project aims at facilitating each of these three types of interactions through an action research methodology aiming to enhance learning, innovation and performance in a service-based sector. The project strives to deepen understanding of knowledge to innovation processes in a developing country context, using solid waste management service sector as an example.
