IDRC began to support Chinese research partners 25 years ago. The Centre’s support in the country faces a number of challenges. China’s size means that selecting sectors, partners, and sites is particularly important. China’s government is able to bring considerable resources to bear on priority policies and programs, including poverty alleviation and environmental protection, and government offices are well developed at county and even township levels, often with well-qualified technical staff. Initiatives based on local priorities, however, often lack the strength to develop and influence decision-making. Researchers also lack the freedom to explore certain subjects.
