IDRC began supporting South African research and policy development in the late 1980s when it sought out members of the anti-apartheid movement both inside the country and in exile.
 
The Centre’s early support for such organizations as the African National Congress (ANC) and the Mass Democratic Movement helped meet the research and policy needs during the transition period and the early years of the ANC government.
