The provision of reparations – both in the form of restitution of property rights and compensation (monies paid for lost property and monies paid in recognition of the historical injustice which created the refugee issue) – is an integral component of any potential solution to the Palestinian refugee issue. The EASF has funded work aimed at the development of knowledge on the legal and technical aspects relating to the planning, design and implementation of property restitution and compensation mechanisms, dealing with such issues as the category of claimants, the formula for compensation (claims-based vs. per capita), how should compensation be paid (cash payments, investment in community development, equity, etc), who should administer a claims process (international commission, UN, national body, mixed body, etc); and how a claims process should be organized.
