Context: Why is this project important?
This Research Support Project analyzes the impact that the implementation of the 1x1 model (one electronic devise per child and per teacher) experiences is having on the social environment (family and community) of selected countries in the region.

The Project: How does this initiative address the development problem?
Interesting educational innovations with Information and Communications Technologies (ICTs) are being deployed in the region, thus the project proposes a series of surveys to measure the impact they are having at the family and community levels. Special attention is foreseen to the follow-up of an already on-going survey of the CEIBAL project in Uruguay.

The initiative also envisages the establishment of links with some of the educational Portals (participating in the Latin American Network of National Educational Portals-RELPE) so as to learn about the value that the 1x1 experiences are having within this framework. The benefits and barriers of the different social tools such as the Web 2.0 are also planned to be studied. A bibliographic analytical review will be carried out in relation to the monitoring and evaluation of the impacts of ICTs in education. The project proposes a final workshop so as to disseminate the results and to make them available to a larger audience interested in the social impacts of the 1x1 models and other educational innovations.

The uruguayan research team members are the following:

• Juan Grompone (Industrial Engineer) - Project Director
• Sylvia González (Systems) - Project Leader
• Susana Riva (Teacher, ICT Specialist) - Education Consultant
• Eduardo Bottinelli (Sociologist) - Social Consultant
• Pablo Flores (Systems Engineer) - Consultant on IT

Objectives

General Objective
Analyze the selection and evolution of the 1x1 (one electronic devise to one child and one teacher) model experiences and the impact that their implementation is having on the social environment (family and community) of selected countries of the region.

Specific Objectives
  • Analyze the problematique of combining the selection and evolution of the technological model with the educational in the different stages of the 1x1 models;
  • Analyze the level of 'empowerment' that the pilots are having in the communities through measurements of the use of the different devises (laptops, Personal Digital Assistants-PDAs) in the social environment identifying the levels of participation of the families once the project is implemented in the schools of a particular community;
  • Analyze the impact of the 'equity' concept that these projects are promoting as a means to surpass the digital gap in the current and future generations;
  • Identify which of the member countries of RELPE have innovative initiatives of the 1x1 model, what is their reach; the technologies involved and the state of the projects;
  • Define, through a bibliographic analytical review, main areas for monitoring and evaluation studies on the impact of ICTs in education in the countries of the region;
  • Define what would be a useful set of 'core' indicators on the above-mentioned issue, that could be used across countries in the region;
  • Identify which Web 2.0 communities are being developed in RELPE;
  • Participate in innovation events and workshops in the region and elsewhere so as to identify the innovative projects that could be of interest to the RELPE network;
  • Disseminate the results of the surveys and the innovative models within RELPE and at the general level of the educational communities of the region.
  •
    Development Impact
    Under study.

    Outputs
    Final research results are to be shared at an international event to take place in Colombia in 2009.

    Likewise, results of the research, surveys, research models and innovative proposals shall be disseminated at the level of RELPE and in other international events of the educational community of the region.

    All publications and materials related to this project will be listed here as they become available.
