The Andean ICT4D Network was launched on September 5, 2008 as a result of the IDRC supported project ‘Communication for Influence: Building ICTD Networks’ executed by the Association for Progressive Communication - APC and as a conclusion to the workshop Growing Regional ICT Opportunities Collectively held in Quito, Ecuador from September 1-5, 2008, within the framework of the above-mentioned project.

At this workshop it was concluded that the Andean Region presents the lowest penetration rates of phone lines, mobiles and broadband in Latin America, placing it as the most unequal region in the world. The Andean ICT4D Network aims at achieving a more equitable access to information and communication technologies (ICT) in the region.
