Job Overview

The Research for Health Equity (RHE) is the home base for three programs sharing a common overarching concern for policies, research, and systems oriented to increasing equity in health: Governance, Equity and Health (GEH), Research for International Tobacco Control (RITC) and the Secretariat of the interagency Global Health Research Initiative (GHRI).
 
The Global Health Research Initiative (GHRI) is a partnership formed by five Canadian agencies - Health Canada; the Canadian Institutes of Health Research; the Public Health Agency of Canada; the International Development Research Centre; and the Canadian International Development Agency- to strengthen Canada’s role on the global health research scene. GHRI funds and facilitates innovative, inter-disciplinary research and training programs to address the priorities of low- and middle-income countries (LMICs). It promotes egalitarian Canada-South collaborations - engaging health research and health system stakeholders in partnerships to develop new knowledge to improve health, strengthen health systems and build global health research capacity in developing countries and in Canada.  GHRI currently focuses on four themes: health policy and health systems issues; prevention and control of pandemics and/or emerging infectious diseases (including HIV/AIDS); prevention and control of chronic diseases, their underlying causes and related healthy public policy issues; and interactions of health, environment and development.
 
The Program Leader will guide the evolution of the GHRI as a robust, innovative program at the interface of research, policy and practice for health. S/he will manage the implementation of strategic directions and governance of this unique Canadian partnership, oversee the development and management of existing and promising new portfolios of projects, supervise a multidisciplinary team of professional staff, actively engage the GHRI partner agencies and other relevant actors, and pursue an expanded and consolidated financial base for the initiative.


Candidate Profile

Education

  • PhD or a Masters degree with equivalent work experience and a record of research and publication in a relevant social or health sciences discipline (e.g. economics, international development, political science, epidemiology, public health)


  • Experience

  • Significant relevant experience in health research, evaluation, development and project management in a research environment
  • Strong health policy and systems approach experience
  • Experience leading and managing a multidisciplinary team including diverse cultures and expertise
  • Experience managing a budget and expenses
  • Experience working in developing regions


  • Language

  • Bilingual (English and French) position at an intermediate level

  • Knowledge

  • Good knowledge of Canadian policy related to research, health and development
  • Knowledge of health and higher education policy issues in developing regions
  • Understanding of health research methods and approaches, including strategies for effectively communicating research results and linking research to policy


  • Competencies

  • Excellent interpersonal and verbal/written communication skills
  • Leadership: a strategic thinker with the ability to develop and articulate a vision, to motivate, to build loyalty, to inspire confidence and to deliver results
  • Superior and demonstrated creativity, initiative and judgment skills
  • Strong planning, organizing, coordinating and negotiation skills under pressure
  • Ability to provide specialized advice and guidance to research organizations supported by GHRI programs on issues of research design, outreach, and/or organizational development
  • Ability to develop and maintain networks of organizations and partners, including actual and potential funding agencies, grantees, and government officials
  • Ability to effectively cope with a changing environment
  • Awareness of and sensitivity to individual, gender and cultural differences


  • Additional Information

    This position requires a willingness and availability to travel within Canada and internationally, an average of 60 days per year.
