Albert, Richard has been the Regional Controller at the Regional Office for South Asia and China since October 2006.  Albert holds a college diploma in Business Administration. Before moving to the Regional Office in New Delhi, he worked at Centre's Head Office for 25 years, in the Office of the Secretary and General Counsel, the Grant Administration Division, and in the Finance and Administration Division.

Basheerhamad Shadrach - Known to colleagues as Shaddy, Shadrach has worked since 1986 for a variety of organizations in South Asia and Europe prior to joining IDRC as the Asia Senior Program Officer for telecentre.org in 2006.  Shaddy's pioneering efforts in the field of information and communication for development include the creation of an on-line news indexing system for the Indian Express group; developing the first ever Indian on-line development community, indev; organizing the first ever South Asian ICT conference, Tasknet; and, the launch of the first ever global anti-corruption Portal, CORIS.  Shaddy has held several senior positions such as the member of Transparency International's Senior Management team, member of the Management Committee of OneWorld International Network and the Secretary of Mission 2007, a national coalition that aspires to provide each and every village in India with access to knowledge centers.  Shaddy has been a strong advocate for grassroots ICT initiatives, leading the grassroots caucus of the World Summit on the Information Society.  Interested in pro-poor information systems, Shaddy has authored and edited several articles, chaired many colloquia and has delivered several talks on MDGs and ICTs. Shaddy advises several NGOs and professional bodies in South Asia.  Shaddy's work towards developing the Pondicherry Framework for assessing rural ICT initiatives has earned him a Ph.D. from Loughborough University in the UK.

Bhasin, Anita graduated  in Management Information Systems from  University of Connecticut in 1985.  She worked in Kenya, USA and Canada  mainly in areas of administration before  moving to India in 1993.  In India,  she worked for a short period with India-Canada Environmental Facility (a CIDA funded project).  Her last assignment was with The Micronutrient Initiative, an international NGO where she worked as a Programme Assistant on the Salt Iodisation Programme for six years. She Joined IDRC on November 6, 2006 as Programme Assistant to the "Strengthening Resilience in Tsunami Affected Communities of India and Sri Lanka" Project.

Puginier, Oliver is a Senior Program Officer with IDRC's Rural Poverty and Environment and Ecohealth Program Initiatives, at the Regional Office for South Asia and China since April, 2007. Oliver has a BSc in Biology from the Free University of Berlin in Germany, an MSc in Tropical Agricultural Development from the University of Reading in England and a Ph.D. in agriculture (land use planning) from the Humboldt University Berlin. His Ph.D. research was conducted in Northern Thailand, studying land use of the hill peoples. Oliver comes to IDRC after having served most recently as Technical Adviser for Natural Resources Management with the German development agency GTZ in Benin. Oliver is fluent in English, French and German. He has lived many years of his childhood in India, and later in Tanzania, Thailand and Benin for a number of development and research organisations.

McGurk, Stephen holds a PhD in Development Economics, Food Research Institute, Stanford University (1990); MA, Development Economics, Food Research Institute, Stanford University (1986). He joined the Centre in February 2000 as Regional Director of the Office for Southeast and East Asia in Singapore. He was appointed Director for IDRC's Regional Office for South Asia and China in June 2006.  Other positions he has held include Program Officer, Economic Security Program, Ford Foundation (1993-2000); Resource Economist, Abt Associates (1992-1993); Assistant Professor, Economics and Environmental Sciences Colleges, University of California (1991-1992); he also worked as a researcher for the World Bank, the American Academy of Sciences, the Chinese Academy of Social Sciences and other organizations.

Hay, Katherine divides her time between the Centre's Partnership and Business Development Division and the Evaluation Unit.  She has been working and carrying out research in South Asia for over a decade and joined IDRC in May 2000. Katherine is experienced in social and gender analysis, participatory monitoring and evaluation, and project management; she is also a skilled trainer and facilitator.  While at IDRC she coordinated a five year women's health and empowerment project (co-funded by the Canadian International Development Agency) that explored using women's micro-credit groups as platforms for broader social change in rural India. In her regional partnership role, Katherine facilitates strategic partnering and dialogue with international agencies, foundations, government, and the private sector to promote development research and improve donor coordination.  Some of her current interests include: the strategic role of organizational partnerships, organizational development and capacity building for applied research institutions, and intersecting issues around gender, empowerment, and citizenship in development research and evaluation.  Katherine holds a degree in Environment and Resource Studies from the University of Waterloo, and an M.A. in International Affairs from Carleton University, Ottawa. Prior to joining IDRC, she worked as a consultant with the International Institute for Sustainable Development, and with Canadian and South Asian nongovernmental development organizations.  Her past research includes analysis of the impact of modernization on gender norms and household power structures in Ladakh, India.

John, Rakesh is a graduate from Delhi University and has done a computer course, from NIIT, Delhi. He has a total work experience of eight years. He joined the Centre in May 2004 as an Office Assistant Cum Driver and is working in the Regional Director's Office as the Office Assistant.

Kala, Shalini holds an M.A. in Economics from Delhi School of Economics, Delhi University and an M.Phil. in International Trade and Development, with focus on agricultural policy reform, from Jawaharlal Nehru University (JNU), Delhi.  She began her professional journey in the year 1990 as a Ford Fellow in the School of International Studies, JNU.  A major part of her experience has been in the area of rural development in general, and food and agriculture in particular. Before joining SARO she worked for a variety of projects and organizations including the United Nations World Food Programme, National Council of Applied Economic Research, Winrock International and a couple of USAID projects.  As the Program Coordinator for the project “Knowledge Networking for Rural development in Asia/Pacific Region” (ENRAP), her main interest lies in the use of information and communications technologies for rural development.

Khurana, Sunil joined IDRC-SARO in March 2001 as System Administrator in ITMD. He has done his certification in Cisco (CSPFA, CCNA, BSCI) and in Microsoft (MCSE, MCE +Internet). He has done a two-year diploma course from National Institute of Information Technology, Delhi and one-year diploma course from TCIL, Delhi in software / hardware development. Prior joining IDRC, he began his professional journey in 1995 as an Assistant in the Insurance Sector. He is handling Systems running on Windows 2003 / 2000 / NT includes LAN, WAN, AD, Switches, fiber / radio/ satellite Internet link, VOIP, Video Conferencing, VPN/Firewall, etc. Along with his local duties he is actively involved in ITMD Global Projects (Windows 2003-project implementation, VPN-project deployment, etc to all the Regions and Head Office. He has traveled and worked in all the IDRC Offices for the Implementation of ITMD Projects.

Malik, Jyoti holds an honours degree in History from Delhi University and has also completed her postgraduate diploma in Business Administration. She was working with German Technical Cooperation for five years, where she was primarily responsible for Co-ordinating project activities and procurement of services for the GTZ Country Office programs/projects. Mishra, Apoorva completed her MSc in Development Studies from London School of Economics in 2000, where her areas of interest were Gender and Development as well as Complex Emergencies. After that she has worked in the voluntary sector in the UK and has been working in India since 2002 in the Development Sector focusing on issues concerning ICTs, Disaster Management and had been working for Credibility Alliance (indian NGO) focussing on good governance practices within the voluntary sector.

Mohan, Priyanka jined IDRC in July 2006 as a Research Officer for the ICT4D under the PAN Asia Networking Program for the project of Strengthening Resilience in Tsunami-affected Communities. She brings a wealth of experiences, previously working with the Centre for Environment Education (CEE) as a Project Officer for the Waste Management Initiatives and also worked as the Green Rating Inspector with the Centre for Science and Environment.  She holds a Master of Environmental Science degree from the University of Wollongong, Sydney, Australia and Master of Science in Environmental Sciences from Anna University, Chennai, India and was trained in IT through NIIT Chennai.

She was previously working with Alliance Air, a wholly owned subsidiary of Indian Airlines Limited as Marketing Supervisor for approximately 5 years. Rawat, Sucheta joined IDRC on April 16, 2007. She has previously worked with DFID India, Resource Centre on Sexual Health and HIV/AIDS in India for 5 years. She has also done assignments with UNICEF and Oxfam GB.  She comes with MBA background and has done other management & communication courses from the institutions like IIM Calcutta, CMS Delhi, Medical Transcription from M&T – UP and Office management course from Delhi. Her area of expertise includes program management, project management - manpower, materials and finances, documentation, and organizing workshops, conferences and training programs.

Sethuraman, Prabha holds a B.Com from the Delhi University, a Post Graduage diploma in Public Relations and Communications and a diploma in Secretarial Practice. She was an Executive Assistant to the Head of the Development Cooperation Section (DEVCOS) at the Canadian High Commission in New Delhi for 12 years before joining the South Asia Regional Office (SARO), in 1993, as a Program Assistant. She was the Executive Secretary for the Nagaland Environment Protection and Economic Development project.  She is the Executive Assistant to Regional Director/Communication Officer.

Sharma, Ambika joined IDRC in June 2006 with telecentre.org as Coordinator Mission 2007 Training Commons Project.  Ambika holds masters in Town and Country Planning (specialization in Environmental Planning) from the School of Planning and Architecture (SPA), New Delhi. She also holds masters in Geography from the Delhi School of Economics, New Delhi, a degree in journalism and a diploma in human resource development. Her thesis titled, “Human Conflicts in Protected Areas: Case Study of Rajaji National Park, Uttar Pradesh ” has recently been accepted as part of a long distance doctoral programme in ecosystem planning. Formerly with Winrock International India and Development Alternatives, she brings with herself an experience of about eight years in the development sector in the areas of Developing & implementing communication strategies, Developing environment management plans, Developing capacity building modules, ICT Applications in the social sector, Knowledge management, Data collection & information analysis, Focus group discussion facilitation, event management, Project planning and Business development.

Singh, Reema has nearly a decade of experience in administration and budgeting. Before joining IDRC she was working with the South African High Commission as the
Administrator for 3 ½ years. She has a Bachelor’s Degree in Commerce from Calcutta University and holds a Higher Diploma in Information and Systems Management. She has done her Masters in Business Administration and has been awarded a Professional Diploma in Human Resource Management.

  Singh, Navsharan is a SEE Program Officer based out of IDRC's Regional Office for South Asia and China.  She has a Masters's of Economics from India and a Masters in Political Economy from Canada.  She obtained her Ph.D in Political Science in 1998 from Carleton University, Ottawa, Canada with gender, international relations and third world development as a special focus. Prior to joining IDRC in October 2003, she was working with the National Council of Applied Economic Research (NCAER), a New Delhi based think tank. At NCAER she led research projects in the areas of gender-differentiated impact of economic liberalization and globalisation health sector reforms and its implications for women's reproductive rights and some aspects of informal economy. She has extensive knowledge of feminist methodologies and analyses and experience of working with participatory methods and rassroots organizations with a focus on working up from micro to macro She has extensive experience of working with large, multidisciplinary teams and on multi-country collaborative projects and commands a variety of research, policy and management experience specially in the areas of development, gender, health and international trade.

Sayo, Phet moved to New Delhi Office as the Senior Program Officer based in Delhi in November 2006. Over the years, Phet has amassed an impressive portfolio of ICT4D knowledge and project management experience - working in Vietnam, Lao PDR, Malaysia, and most recently as a Senior Program Specialist with UNDP’s APDIP (Asia Pacific Development Information Programme) in Bangkok. His background in economics, mathematics and computer science, and intermediate spoken knowledge of Lao, Thai, Cantonese, Mandarin, and Vietnamese, are valuable assets to the PAN team.

Valthsala gained 12 years working secretarial and administrative experience before joining IDRC as Program Assistant in July 1999. She began working in 1987 after finishing a year's Secretarial Course at the YWCA. Her longest tenure - 8 years - has been with the Friedrich Naumann-Stiftung, a German donor organization, where she gained working experience with the development sector.
