The cooperation paradigm, a major paradigm change that took place after World War II, involved the creation of a multitude of international organizations and systems, such as the Organization for Economic Co-operation and Development (OECD). OECD was at the core of this new paradigm. The use and value of information sharing is examined in this chapter, as well as the new role of democracy as to guard of the abundance, availability and quality of information has been argued. The relationship between market economy and democracy, perplexing to many former Soviet countries of Eastern Europe, which spent many years under a socialist model of governance, is explores. Both IDRC and OECD methodological approaches are shown in this book, and answers are provided to the specific questions that were raised in the atempt to persuade various participants of the validity of this approach.Why does it work?
