IDRC's Board of Governors
LALLA BEN BARKA Dr. Lalla Ben Barka was first appointed to the Board in September 2000. She is currently serving a second term, which will expire in February 2009. Dr. Ben Barka is presently the Deputy Regional Director of the United Nations Economic Commission for Africa (UNECA), and is based in Ethiopia. Other positions she has held include: Regional Director for UNESCO Africa, Dakar, Senegal, and Regional Coordinator for the Educational Research Network for West and Central Africa. ![]() CLAUDE-YVES CHARRON ![]() JOCELYN COULON Jocelyn Coulon was appointed to the Board in February 2007. He is currently serving his first term, which will expire in February 2011. Mr Coulon has been a visiting researcher at CÉRIUM (Centre d'études et de recherches internationales de l'Université de Montréal) since September 2005, and is the director of the centre's French-speaking network on peace operations research. GED DAVIS DENIS DESAUTELS
Mr Denis Desautels was appointed to the Board in January 2006 for a four-year term ending January 2010. Mr Desautels is also Executive-in-Residence at the Telfer School of Management of the University of Ottawa. Among his previous positions, he served as Auditor General of Canada from 1991 to 2001, before which he was Senior Associate with the accounting firm of Ernst & Young. AHMED GALAL Dr Ahmed Galal was appointed to the Board in September 2005. He is currently serving his first term, which will expire in September 2009. Dr Galal is currently Managing Director of the Economic Research Forum. Other positions he has held include Executive Director and Director of Research of the Egyptian Centre for Economic Studies (ECES), an independent think-tank dedicated to economic development in Egypt. He has worked within the World Bank in the following positions: Industrial Economist in Europe, Middle East and North Africa region; Senior, then Principal Economist at the research arm of the Bank; and Economic Advisor at the Private Sector Development Department.
FRIEDA GRANOT Frieda Granot was appointed to the Board in April 2008. She is currently serving her first term which will expire in April 2012. Dr. Granot is Senior Associate Dean, Strategic Development and External Relations, and Advisory Council Chair Professor of Management Science at Sauder School of Business, University of British Columbia. She has held a wide range of administrative and academic appointments at the University of British Columbia (UBC), including Dean of the Faculty of Graduate Studies. Dr. Granot is winner of the 1998 Faculty of Commerce Academic Research Excellence Prize, and is author and co-author of over 50 publications in top peer-reviewed journals. In 2002, she received the Golden Jubilee Medal from the Government of Canada, and in 2006, she received the YWCA Woman of Distinction Award in the Education, Training, and Development category. In 2007, she was appointed a Member of the Order of Canada.
AMINA IBRAHIM Amina Ibrahim was appointed to the Board in March 2007. She is serving her first term, which will expire in March 2011. Ms Ibrahim is Senior Special Assistant to the President of Nigeria, on the Millenium Development Goals (MDGs). She previously served as the National Coordinator of the Education for All (EFA) process in Nigeria. Some other positions she has held include: Co-founder and head of the Civil Society Action Coalition on Education for All (CSACEFA); Founding/Executive Partner Afri-Projects Consortium; and Associate Consultant for Norman & Dawbarn, United Kingdom.
ANDY KNIGHT Dr Andy Knight was appointed to the IDRC Board of Governors in March 2007. He is serving his first term, which will expire in March 2011. Dr Knight is Professor of International Relations in the Department of Political Science at the University of Alberta, Director of the Office of the Interdisciplinary Studies’ Peace and Post-Conflict Studies Certificate Program in the Faculty of Arts and Faculty Advisor, National Model United Nations (NMUN) and High School Model United Nations. He co-edited the international journal, Global Governance, from 2000 to 2005 and has served as Vice Chair of the Academic Council on the United Nations System (ACUNS). Professor Knight is the author and editor of several books, including Adapting the United Nations to a Postmodern Era: Lessons Learned and A Changing United Nations. He is co-editor of Building Sustainable Peace. DAVID M. MALONE David M. Malone was appointed as President of IDRC on July 1st, 2008, for a term of five years. Prior to that, Mr. Malone served as Canada`s High Commissioner to India and non-resident Ambassador to Bhutan and Nepal. Other positions he has held include: Assistant Deputy Minister in Canada’s Department of Foreign Affairs and International Trade; President, International Peace Academy, New York; Director General of Policy, International Organizations and Global Issues Bureaux, Foreign Affairs and International Trade Canada; and Ambassador and Deputy Permanent Representative of Canada to the United Nations. Mr. Malone has published extensively on peace and security issues, in book form and in journals. He has taught at several universities, including Columbia and NYU. His most recent book is The Law and Practice of the United Nations (OUP, 2008). He is at work on a book addressing contemporary Indian foreign policy, for release in 2011 from OUP. ![]() BARBARA McDOUGALL The Honourable Barbara McDougall was appointed as member of the Board in January 2007, and appointed as Chairman in December 2007. She is currently serving her first term, which will expire in January 2012. Mrs McDougall is an advisor at Aird & Berlis, counselling clients on matters of international business development, corporate governance, and government relations. She is also a director of several Canadian corporations. She was a Member of Parliament for nine years and held several cabinet posts, including: Secretary of State for External Affairs, Minister of Employment and Immigration, Minister of State (Privatization and Regulatory Affairs), and Minister of State for Finance.
PRATAP MEHTA Dr Pratap Mehta was appointed to the Board in August 2007. He is currently serving his first term, which will expire in August 2011. Dr Mehta is President of the Centre for Policy Research in New Delhi, India. Other positions he has held include: Professor of Government, Harvard University; Professor of Philosophy and Law and Governance, Jawaharlal Nehru University, New Delhi; and Associate Professor of Government and of Social Studies, Harvard University. Dr.Mehta has published two books, as well as articles in reputed national and international journals. FAITH MITCHELL
ANDRÉS ROZENTAL Andrés Rozental was appointed to the Board in March 2007. He is currently serving his first term, which will expire in March 2011. Mr Rozental is Chair of the Board of Trustees of the Mexican Council on Foreign Relations, (Consejo Mexicano de Asuntos Internacionales) of which he was founding President from 2001. He has held various senior government and diplomatic posts, including Ambassador of Mexico to the United Kingdom, Ambassador of Mexico to the Kingdom of Sweden, Ambassador, Permanent Representative to the United Nations in Geneva, as well as Deputy Foreign Minister of Mexico. Ambassador Rozental was Ambassador-at-Large and Special Envoy for President Fox of Mexico and foreign policy adviser to current President Felipe Calderón during his campaign and his period as President-elect. He has a lifetime appointment as Eminent Ambassador of Mexico.
FRANCISCO SAGASTI Francisco Sagasti was appointed to the Board in January 1999. He is currently serving a third term, which will expire in March 2011. Dr Sagasti is President of FORO Nacional/Internacional, an institution that promotes dialogue, debate, and consensus on critical development issues. He is based in Lima, Peru. He is also Director of AGENDA: Peru, a project on development strategies; and served as an Advisor to the former President of IDRC. LINDA SHEPPARD WHALEN Linda Sheppard Whalen was appointed to the Board in October 2000. She is currently serving a second term, which will expire in February 2009. Dr Whalen is presently Editor of the Newfoundland Quarterly, a journal published by Memorial University of Newfoundland, and President and CEO of CLEANf/Ld, an environmental NGO based in Newfoundland. Other positions she has held include: Lecturer in English literature at Memorial University of Newfoundland; writer and producer at the Canadian Broadcasting Corporation (television documentary and public affairs); and co-chair of the Canadian Environmental Network.
XUE LAN Dr Xue Lan was appointed to the Board in November 2006. He is currently serving a first term, which will expire in November 2010. Dr Xue is currently a professor in the School of Public Policy and Management, Executive Vice-President of the Development Research Academy for the 21st Century, and Director of China Institute for Science and Technology Policy at Tsinghua University in Beijing, China. Other positions he has held include Adjunct Professor at Carnegie Mellon University, and Fellow of IC2 Institute at the University of Texas. |
