Abstract
Following over 20 years of civil war in Angola, the country is engaged in an intensive process of reconstruction and rehabilitation at all levels of society. The extent to which the population and economy have been devastated is enormous. The situation remains complex and fluid, and attempts are being made to move programs increasingly from a relief or emergency context to longer term development challenges. Although the cessation of hostilities and flow of foreign resources into the country has mobilized the growth of governmental (including local) and non-governmental actors alike, there is limited capacity to administer and deliver programs locally. At the same time, pressure is increasing for capable partner organizations in the country, and a strong need exists to strengthen capacity of government and civil society to engage locally and regionally in reconstruction activities.
This project will seek to gain a better understanding of the peace-building and reconstruction policy and research capacities/needs of Angola relative to IDRC's strengths in key sectors and experiences in South Africa, Mozambique, and regionally; strengthen the existing research and policy capacity in the country to bring about reconstruction and development through specific project activities; identify longer term funding, co-funding, and partnership relationships for IDRC with local organizations and international donors; and develop a strategic framework and plan for IDRC involvement in Angola.
