Abstract

The United Nations peace initiative has failed and Angola is once again at war. Many people, both inside and outside Angola, are wondering why peace constantly eludes the country and what could make it a possibility. This grant will support a forum that will analyze the root causes of conflict in Angola and investigate possible solutions. The forum will be created and driven by Angolans who work at the grassroots and government levels.

In the first few months, papers will be written on the following topics: the rule of law and governance; accountability, values and political agendas; international responsibility; present and future economic prospects; grassroots peace-building efforts; the deteriorating social fabric; access to information in and about Angola; the regional implications of war in Angola; reasons for the failure of the peace process; and prospects for the future. National and international experts will discuss the papers and create plans for peace-building initiatives. The results of the forum will be published in English and Portuguese, and distributed through existing Angolan solidarity networks.
