Abstract
IDRC's Acacia initiative is an international program to empower sub-Saharan communities with the ability to apply information and communication technologies (ICTs) to their own social and economic development. This grant will allow a consultant to complete a desk study and a 5-day visit to Angola for Acacia to assess: the availability and effectiveness of present telecommunications services; major problems or limitations within existing telecommunications services; alternative models for delivery of telecommunications services; alternative technologies for providing ICT services; organizations and nongovernmental organizations (NGOs) that require access to ICT services; and a proposed agenda for an investigative project. The consultant will prepare a report containing recommendations on technologies that could be implemented to serve the needs of, especially, humanitarian and peace-building NGOs whose telecommunications needs are unlikely to be met in the short or medium term by the private sector.
