Abstract

Twenty-five years of war have devastated infrastructures in Angola leaving communication and information channels extremely weak. This project will test the hypothesis that in a post-war situation, information and communication technologies (ICTs) can be used to leap-frog deficits in other infrastructure, such as transport, in order to promote peace-building, community development and humanitarian assistance in general. The project will provide non-governmental organizations (NGOs), community-based organizations (CBOs) and individuals with access to ICT services such as electronic mail, voice messaging, enhanced communications and, where necessary, wireless technology as an economical means of providing personal communication in emerging civil society. Using baseline and evaluation studies, researchers will evaluate the contribution of various ICT services to key national debates on topics such as land rights, the new constitution, poverty reduction and urban reform.
