Abstract

The Regional Centre for Development and Health (CREDESA) has been working for the population of the district of Ouidah in Bénin since 1983. CREDESA has progressively put in place a primary healthcare system with partial cost recovery, a referral system, training programs and operations research. IDRC
has financed three phases of the health component of the project (88-0205, 91-0232 and 92-0220), two phases (89-0229 and 91-0144) of a project allowingCREDESA to research constraints and opportunities related to food security and income generation, and one phase of support for setting up an information and documentation centre (89-0240). All of these activities were based on an inter-sectoral approach and active participation on the part of the community. Although the way was fraught with difficulty, CREDESA nonetheless achieved some tangible results in terms of health indicators and, in particular, the progressive establishment of a unique model of integrated healthcare delivery at the district level that includes a functional referral system. This fourth and last phase aims to consolidate the various components of the model and to evaluate the results. The research team will develop an aggressive and diversified strategy for disseminating the project results.
