Abstract

On 2-7 September 1999, the conference "RuralCom '99" will take place in Cotonou, Bénin. The conference is being organized by the Conférence de télécommunications Ouest africaines (CTOA), l'École supérieure multinationale des télécommunications (ESMT) and l'Office des postes et télécommunications (OPT) du Bénin. It will bring together telecommunication operators, international telecommunication organizations, network and service providers, international financial institutions, policy and regulatory institutions, and users. The main purpose of the meeting is to find a way to provide universal service within a competing multi-operator environment such as that found in rural Africa. This grant will allow two Canadian experts in rural telecommunications as well as two individuals from Acacia projects in each of Mozambique, Sénégal, South Africa and Uganda to participate in the conference. Acacia is IDRC's information initiative in Africa. Each of the Canadian experts will present a paper.
