Abstract

Cape Verde is a relatively new, independent country which seeks to give decision-makers, planners and researchers access to information about the development process in their country. Some Cape Verdians have already actively participated in the setting-up of RESADOC (Réseau sahélien d'information et de documentation scientifiques et techniques pour le Sahel). The project's objective is to allow Cape Verde to establish a national information system in the DEVSIS format. This national system will collect, process and disseminate information on social and economic development and will publish the first two issues of DEVINDEX Cape Verde. Training in DEVSIS methodology and the installation of a micrographics service and the training of its technician are foreseen. Cape Verde will also participate in the exchange of information at the international level through PADIS (Panafrican development information system).

Post-Project Summary

The project was slow to take off because of institutional and administrative factors. After her appointment in 1987, the third Director of the Centro de Documentaçao e Informaçao para o Desenvolvimento (CDID), who was in charge of the project, proceeded to renovate the building, set up the laboratory, build an additional floor, and purchase furnishings. She also took time to go through the document collection, to recover documents that had been lent out, to complete as far as possible the periodical series, and to catalogue the entire collection again. Since the official opening in March 1989, the CDID participated in the following regional networks: RESADOC, PADIS and CRES (Regional Solar Energy Centre), did the routine tasks; and produced microfiches as well as the following publications: annual legislative bulletin, current awareness bulletin, analytical bulletin, list of acquisitions, etc. However, the centre remained weak where client services and distribution were concerned, as well as with respect to cooperation with other ministries and services.
