Abstract
Since the withdrawal of the state from urban affairs in Côte d'Ivoire, associations of local suppliers have moved in to provide such services as garbage collection, ditch digging, maintenance of community spaces, and management of drinking fountains, paid for by scarce municipal resources. This project will study the nature and modalities of the new contract that is developing between the different actors; central government, municipalities, suppliers, and consumers. The recipient institution will conduct a survey of suppliers in Abidjan and five secondary cities. The surveys will be supplemented by interviews with key decision-makers and actors. Workshop sessions will allow these players to formulate strategies aimed at improving the availability, accessibility, and quality of urban environmental services. A series of contacts with the University of Montreal and with Senegalese research institutions working on similar questions are planned.
