Abstract

This project will help fight deforestation by proposing a legal and regulatory framework to reconcile development imperatives with the need to protect the forest heritage of Côte d'Ivoire. The basic premise is that if forest resources are to be used sustainably, the interests of all users (government, loggers, rural populations, etc.) must be taken into account. In other words, the need to protect the forests and the desire to use them for timber, agricultural land, etc. must be legally compatible. The study will therefore propose an institutional framework that not only incorporates the role of the state and government services, but also the participation of local populations in the sustainable management of forest resources. The specific objectives of the project are to analyze the implementation of forest management legislative, regulatory and administrative provisions; classify different systems of forest tenure by characterizing related social and legal policies, economic implications and impact on the forest environment; determine the social and legal conditions required for optimal participation of rural populations in forest-heritage management; and evaluate and analyze the role of various stakeholders, in particular the Société pour le développement des plantations forestières (SODEFOR), in a forest heritage rehabilitation strategy.
