Abstract

The Horn of Africa has gone through decades of violent conflict and instability. This project will focus on Eritrea and Ethiopia, as well as Southern Sudan. The International Resource Group on Disarmament and Security in the Horn of Africa is seeking IDRC's support, through Project Ploughshares, for three of its sub-areas of research and consultation: arms control and disarmament; civil-military relations; and alternative approaches to security and conflict management. All three of these issues are on the agenda of the governments of Ethiopia and Eritrea, as well as that of civil society groups. While the two countries have made significant advances in demobilizing and reintegrating more than half of the former guerillas and soldiers, progress has been very slow in addressing issues of small arms and civil-military relations. By providing information and platforms for open dialogue and participation, this project hopes to speed up action on these fronts. The main objectives of this research and consultation program are to build capacity for research and analysis in military roles, arms control, peace-building and conflict resolution in the Horn of Africa; to promote greater transparency in military and security matters, and to encourage broad-based, democratic participation in security issues.
