Abstract

This project aims to pool resources from the public and the nongovernmental sector to design a maternal and child healthcare intervention program in the rural community of Hafia, Guinea. The project is mostly interested in healthcare strategies emanating from state services and elected officials, or from local users. The project aims to provide answers to the following two questions. Within the framework of a healthcare intervention, how can we create synergies between the state's technical services, elected officials, nongovernmental organizations (NGOs), and indigenous groups? And, how can we ensure that indigenous groups representing poor and marginalized communities participate in the design and management of such healthcare initiatives? Using these two questions as the basis for development, the project will test various governance mechanisms that entrust the healthcare initiative to local authorities and guarantee that women and children have access to services based on demand. Outcome mapping will be used during all stages of diagnosis and follow-up/evaluation. IDRC's Evaluation Unit developed outcome mapping and is a frequent contributor to projects undertaken by the West African Rural Foundation (WARF). It is expected that this project will result in a signed agreement between local authorities, targeted beneficiaries and users to design and manage a maternal and child healthcare intervention and financing program.
