Abstract

The already serious climatic and ecological situation in the Sahel is deteriorating. Nomads who lost their livestock during droughts have been forced to settle, and those who still have animals must go far in search of pasture lands. In Mali, the Touareg nomads are settling along the Niger River or near lakes close by, but little information is available on the social and economic impact of this shift in population. This project will collect demographic data as well as information on the kind of agriculture that is being practiced by nomads who have settled. The research results will be provided to the government to be used in the next five-year agricultural plan.

Post-Project Summary

The researchers carried out a study whose purpose was to define the problems posed by the sedentation of nomads. Questionnaires were administered to 180 heads of household and 162 women at 61 sedentation sites out of a total of 288 that have been counted, and to 15 heads of household and 13 women in seven nomad encampments (out of a total of 18) in the regions of Gao and Timbuktoo. A group questionnaire was sent to the chief of each group. This questionnaire focused on life at the site or in the encampment as a whole. Data about the economic structure (agriculture, livestock breeding, forestry), the social organization, group dynamics, attitudes and perceptions of nomads, and the constraints involved in sedentation were collected. Data showed that in order to be viable, sedentation required changes in the livestock breeding techniques of the nomads, a diversification of activities among the nomads (for instance cereal crops and market gardening), and a change of attitude. The results were used to prepare a pastoral code by the ministry of livestock and the IDRC-supported project, "88-0346 Resettlement of Displaced Populations Around the Community of Timbuktoo". A national seminar enabled other interested services to obtain information about the data that were collected and to make suggestions to the ministry of livestock.
