Abstract

The Government of Germany and the Government of Mozambique, with a loan from the World Bank, have jointly financed the Open Reintegration Fund (ORF) to create jobs for demobilized soldiers and former RENAMO fighters, as well as for returned refugees and displaced persons. The ORF has supported some 270 small projects in four provinces (Inhambane, Sofala, Manica and Tete), creating an estimated 7 200 jobs. Eighty percent of the projects and sixty percent of the jobs have been in the private sector. This grant will cover an assessment of the economic and social impact of the jobs on the ex-combatants themselves and on their families and communities. It will involve the development of a conceptual framework and fieldwork in the four provinces where ORF has been active. The results are intended to inform a more broadly-focused follow-up phase of Deutsche Gesellschaft fuer Technische Zusammenarbeit (GTZ) support for small income and employment generating projects for local people and communities. The impact assessment will be carried out jointly by the Centro de Estudos da Populaçao (CEP) of the Universidade Eduardo Mondlane (UEM) and the Department of International Relations (DIR), University of Witwatersrand (WITS). The WITS team will be under contract with GTZ, while the UEM team will be under contract with IDRC.
