Latin America and the Caribbean

Created in 1970, Canada’s International Development Research Centre (IDRC) is one of the world’s leading institutions in the generation and application of new knowledge to meet the challenges of international development.

IDRC has worked in close collaboration with researchers in Latin America and the Caribbean since its inception. The Centre's operations in Latin America and the Caribbean are guided by a regional office located in Montevideo, Uruguay.

It has funded approximately 2900 research activities — research projects and measures that support them — directed and managed by researchers and institutions in the region. Close to 160 research activities are currently underway, many of which involve a number of countries.

IDRC allocations to research in Latin America and the Caribbean during 2004–2007 totalled more than CA$49 million; partnerships with other donors brought investment in the region to more than CA$54 million. This represents 17.2% of IDRC program allocations during that period. IDRC’s ties to LAC are also strengthened by the participation of eminent persons from the area on its 21-member Board of Governors. Currently, three members are from the region: Angela Cropper (Trinidad and Tobago); Andrés Rozental (Mexico); and Francisco Sagasti (Peru).

IDRC’s work within LAC concentrates both on identifying new technical, institutional, and policy solutions to the region’s challenges, and on creating platforms where multiple players can collaborate on confronting these problems.

Its programming reflects the diverse needs of Mesoamerica, the Caribbean, and South America.

Three core goals underlie IDRC’s work:

  • upholding democracy, human rights, and accountable government;
  • reducing vulnerability to disease, natural disasters, and the degradation of natural resources; and
  • increasing opportunities for equitable economic growth and access to social safety nets and services.

Research is carried out under four broad programs: Environment and Natural Resource Management; Information and Communication Technologies for Development; Innovation, Policy and Science; and Social and Economic Policy.
